Hank Hultquist
Vice President, Federal Regulatory

Hank HultquistHank joined AT&T (then SBC) in 2004. He represents AT&T at the Federal Communications Commission (FCC) on a number of issues including broadband and Internet policy, video and media policy, intercarrier compensation, and universal service. He is a member of the Board of Directors and the of the Wireless Communications Association (WCA) and serves on the North American Numbering Council (NANC). Prior to joining AT&T, he was with MCI for eight years. Hank is a graduate of the George Mason University School of Law and Georgetown University School of Foreign Service. He resides in Arlington, Virginia with his wife and two children.

R. Gerard Salemme
Executive Vice President

R. Gerard SalemmeR. Gerard Salemme is Executive Vice President and a Director of Clearwire, a broadband wireless service provider and equipment manufacturer deploying operations throughout the U. S. Also, he is a Principal of Eagle River LLC, a private company formed by wireless pioneer Craig McCaw that focuses on strategic investments in the telecommunications industry. Mr. Salemme has acted as the lead Eagle River partner on a number of telecommunications transactions and has assumed senior management roles for many companies in Eagle River's investment portfolio. Earlier, he was AT&T Corporation's Vice President of Government Affairs, directing AT&T's federal regulatory public policy organization, including participation in the FCC's narrowband and broadband PCS auctions. He managed a team of 84 federal and state lawyers and lobbyists, and was one of AT&T's principal advocates before Congress for such critical proceedings as the passage of the Telecommunications Act of 1996. Earlier, he was Senior Vice President, External Affairs for McCaw Cellular Communications Inc. Previously, he was the Senior Telecommunications Policy Analyst for the U.S. House of Representatives Subcommittee on Telecommunications and Finance. Earlier, he was a Regional Manager at GTE Corporation/Sprint Corporation and supervised the company's government relations in the New York/New England region. He also served as Chief of Staff to Congressman Ed Markey of Massachusetts. He earned a BA in Political Science and Economics, and an MA in Economics from Boston College, Chestnut Hill, MA.

Rick Whitt
Washington Telecom & Media Counsel

Rick WhittRichard S. Whitt is Washington Telecom and Media Counsel for Google Inc. Rick is responsible for the company’s wireline, wireless, and media advocacy before the Federal Communications Commission, other federal agencies, and Congress. Prior to joining Google in January 2007, Rick founded and headed NetsEdge Consulting, a public policy consulting firm that provided legal analysis, regulatory strategy, and advocacy counsel to Web-based companies. From 1994 to 2006, Rick worked at MCI Communications, where most recently he served as vice president for federal law and policy. Prior to joining MCI, Rick spent over five years as an associate attorney in the communications groups of two D.C.-based law firms. Rick is a 1988 cum laude graduate of the Georgetown University Law Center, and a 1984 magna cum laude graduate of James Madison University.

Todd Rowley
Vice President, 4G/WiMAX

Todd RowleyTodd Rowley was recently named as vice president of 4G/WiMAX, with responsibilities for leading the 4G/WiMAX business unit - developing, implementing and driving execution of Sprint's go-to-market plans with 4G/WiMAX, in conjunction with the Sprint/Clearwire venture. Additionally, his team will develop and pursue growth opportunities through the resale of 4G/WiMAX as part of Sprint's bundle of wireless services.

Todd has 20+ years in the wireless and cable industries and has been with Sprint for the past nine years. He was recently vice president of corporate development, but has held various positions at Sprint, including responsibility for Corporate Development, Strategy, Roaming, Spectrum Management and Fixed Wireless Broadband operations. Todd played an instrumental role in developing Sprint's 4G/WiMAX business plan and, most recently, in the Sprint/Clearwire transaction. Prior to Sprint, Todd worked in various positions for wireless start-ups and cable companies, including senior vice president of development for People's Choice TV (prior to Sprint's acquisition of the company in 1999).

In addition, he has served on several industry boards, including the Wireless Communications Association and the National ITFS Association, the WCA's executive committee and chairman of the WCA's government relations committee. Rowley received his Bachelor's in Business Administration in finance and marketing from the University of Iowa.

Fred B. Campbell, Jr.
President and CEO

Fred CampbellFred B. Campbell, Jr. is President and CEO of the Wireless Communications Association International (WCAI).  He is also an adjunct professor at the University of Nebraska College of Law where he teaches spectrum law and policy.  He previously served as the Wireless Bureau Chief at the Federal Communications Commission (FCC).  In that position he developed and implemented wireless policies for the United States, including the largest and most successful spectrum auction in the history of the FCC, which raised a record $19.6 billion in gross bids.  Prior to heading the Wireless Bureau, Campbell spent two years as Wireless Legal Advisor to FCC Chairman Kevin Martin, and before that served as an attorney advisor in the FCC Wireline Competition Bureau.  Before joining the FCC, Campbell was an attorney with the law firm of Harris, Wiltshire & Grannis, where he advised on a broad range of legal issues associated with the provision of domestic and international telecommunications services.  Campbell previously practiced commercial litigation with the law firm of Wolfe Snowden and clerked for Justice William M. Connolly of the Nebraska Supreme Court.  He earned his B.A. from the State University of New York and his J.D., with high distinction, from the University of Nebraska College of Law.

Mark PagonMark Pagon is Chairm an, CEO and founder of Pegasus Communications Corporation (NASDAQ: PGTV), a broadband communications services company providing wireless Internet access to residential and enterprise customers via license exempt frequencies. Pegasus is also a licensee of 700 MHz spectrum covering in excess of 180 million people, including major markets such as New York, Boston, Philadelphia, Pittsburgh, Clevel and, Detroit, Chicago, Miami, Tampa, Phoenix, San Francisco, Sacramento, Portland and Seattle. Pegasus is intimately involved in many of the issues confronting WCAI today, including Rural Utilities Service (RUS) funding, unlicensed wireless broadb and, 700 MHz, BRS/MDS and VOIP. Mark has 20 years experience as an entrepreneur in media and communications and has founded and built successful companies in cable TV serving over 200,000 subscribers, in broadcast TV operating 11 network affiliates and in DBS serving almost 1.5 million subscribers. Mark is a former PhD Candidate in Economics and Finance at the Massachusetts Institute of Technology. He holds an MA in Economics and Finance from the University of California, where he was a Chancellor's Fellow, and is a Phi Beta Kappa graduate of Reed College with degrees in Economics and History.
