WCAI Unveils National Wireless Broadband Strategy for the New Administration
WCAI President Fred Campbell last week unveiled the National Wireless Broadband Strategy for the New Administration. Kicking off the WCAI's International Symposium & Business Expo in San Jose, CA, Campbell also revealed the WCAI's new logo and announced the new direction for the association under his leadership. "Universal broadband access at affordable prices is a national strategic imperative for the United States in the 21st Century," Campbell said. "As the only broadband platform that is capable of providing access everywhere, all the time, wireless broadband platforms offer mobility - a connection to every person whether at home or on the go. These capabilities make wireless broadband essential to achieving universal broadband connectivity." To achieve universal wireless broadband access, WCAI recommends the following strategies: (1) Promote policies that minimize barriers to the deployment of wireless broadband infrastructure and encourage additional investment; (2) Promote policies that advance the proliferation of wireless broadband services; (3) Reform universal service policies to support affordable, universal wireless broadband access; (4) Maximize spectrum resources for wireless broadband. WCAI Honors FCC Chairman Kevin Martin, Clearwire CEO Ben Wolff
FCC Chairman Kevin Martin and Clearwire CEO Benjamin Wolff last week became the recipients of the WCAI's annual Government Leadership and Industry Innovation awards, respectively. Both Martin and Wolff were keynote speakers at the WCAI's Silicon Valley Symposium, along with such key industry executives, as Larry Page, Co-Founder of Google; Keith Cowan, President, Strategic Planning & Corporate Initiatives at Sprint Nextel; Sriram Viswanathan, Vice President of Intel Capital, and Mohammad Shakouri, Corporate Vice President, Innovation and Marketing at Alvarion. "Through his leadership, Chairman Martin has quite literally transformed the wireless broadband industry like no one else in government," said WCAI President Fred Campbell when presenting the award. "When the Chairman's tenure began, there was approximately 200 MHz of licensed wireless spectrum. While Chairman, he has tripled that amount, making another 400 MHz of licensed spectrum available for wireless broadband." Details. Presenting the award to Wolff, Campbell said: "As CEO of Clearwire, Wolff is the primary architect of the innovative transaction that will combine Clearwire and Sprint's WiMAX businesses to form a new company, which includes a cash infusion of $3.2 billon from industry leaders Intel Capital, Google, Comcast, Time Warner Cable and Bright House Networks. The formation of the new company, to be named Clearwire, is truly groundbreaking for our country and the wireless broadband industry." Details.

FCC Chairman Martin and Google's Larry Page Push White Spaces at WCAI Symposium
FCC Chairman Kevin Martin and Google Co-Founder Larry Page appeared together during a packed general session at the WCAI's Silicon Valley Symposium last week and later took questions from the media and a lot of onlookers, reported PC World. Speaking two days after the FCC voted to authorize unlicensed devices in the TV "white spaces," Martin and Page were optimistic about the initiative. Answering questions during a fireside chat led by WCAI President Fred Campbell, they said open networks and better use of spectrum can help bring Internet access to more people in the U.S. and abroad. Page likened white-spaces technology to Wi-Fi, which apparently is the only kind of network his employees use anymore. Soon, he expects all phones and laptops to have white-spaces connectivity, and for chips to fall to the current Wi-Fi price of about $5 each. Devices that support the technology may hit the market in as little as 18 months, Page said. Google has actually been working on the white-spaces concept for about six years, according to Page. A team of two engineers grew into a project big enough to bring one of the company's founders together with the nation's top communications regulator. Martin said Google's demands for open-network requirements in the FCC's 700 MHz spectrum auctions earlier this year also helped bring about a sea change in the mobile industry, away from "walled gardens" of carrier-provided devices and applications to networks that allow any device and any service. Joint Conference Hears About Initiatives to Spur Broadband Deployment in States
The FCC-NARUC Joint Conference on Advanced Services last week held a meeting to hear about initiatives across the country to track and spur the deployment of broadband services. The panel's members stressed the need for collaboration at all levels of government, reported TR Daily. It continued: The broadband summit, which was held in conjunction with the WCAI's Silicon Valley Symposium, featured presentations on efforts from Massachusetts to Alaska to encourage the rollout of high-speed services for a myriad of applications, including telemedicine and distant learning. FCC Chairman Kevin Martin said no one level of government has all of the solutions to increase broadband deployment, while Commissioner Deborah Tate, the conference's federal chair, said a key goal of the meeting was to share best practices being employed by states and localities. She hailed the passage of broadband mapping legislation (S 1492) that became law last month, saying it will spur a more accurate inventory of where broadband is deployed.

Clearwire CEO Acknowledges Challenges in Building Out 4G WiMAX Network
Speaking at a keynote session during the WCAI's Silicon Valley Symposium last week, Clearwire CEO Ben Wolff expressed optimism about the future of a new WiMAX joint venture between his company and Sprint Nextel, but acknowledged the challenge of constructing a nationwide fourth-generation network from the ground up, reported TR Daily. "The challenges are just beginning," Wolff said on the day after the FCC approved the new Clearwire deal. He noted that the partners must construct about 25,000 cell sites over the shorter term and an eventual 36,000 to 37,000 sites overall, all while trying to compete with giants Verizon Wireless and AT&T. "There's no doubt that we are the underdog," said Wolff, who will be CEO of the joint venture. "Having said that, I'd still rather take our position than theirs any day." A key reason: Clearwire will have more than 100 MHz of spectrum across the U.S. and up to 150 MHz in many major markets -- far outpacing fresh spectrum Verizon Wireless and AT&T have for 4G service deployment. Wolff also noted the $3.2 billion investments the venture has gathered from Intel, Google, Comcast, Time Warner Cable and Bright House Networks. He added that Clearwire partners bring more than financing to the deal. For example, Google will provide search and advertising functions as well as "innovative devices and innovative applications and services," and the cable companies will provide an outlet to millions of new customers when they offer the "mobile triple play." WCAI last week issues a statement, applauding the FCC for approving the new Clearwire deal. "WCAI led the effort to restructure the 2.5 GHz band to support wireless broadband services, and the new Clearwire promises to bring its vision of the band to fruition," said WCAI President Fred Campbell. "Consumers will be the big winners as a result of this action."

GDC to Hold Meeting & Global Roaming Workshop at WCAI International Symposium
The WCAI's Global Development Committee will be holding a GDC Meeting & Global Roaming Workshop on Tuesday, November 4 at 4 pm - 5 pm (Pacific Time) in the Gold Room at the Fairmont Hotel. The Workshop will be held as part of the WCAI's 14th Annual International Symposium & Business Expo Nov. 4-6 in San Jose, CA (USA). Details. The Workshop will discuss the business case for device interoperability and roaming agreements among international WiMAX operators, as well as other issues of importance to GDC members. WCAI Counsel to Provide Regulatory Overview at Silicon Valley Symposium
WCAI’s regulatory counsel, Paul Sinderbrand of Wilkinson Barker Knauer, LLP will be conducting a members-only session focused on WCAI's government relations activities. Topics will include a review of recent FCC decisions of import to wireless broadband providers (such as the FCC's decision regarding Comcast's network traffic management practices) and matters still pending before the FCC (such as the 700 MHz D Block, EBS white space licensing, WCS/SDARS coexistence, and FCC regulation of VoIP). He will also preview communications policy issues that are likely to be hot topics for the next Administration.

Celplan to Offer WiMAX and LTE Network Design Tutorials at WCAI Symposium

WCAI Symposium to Feature High-Level International Program
