PHOTO REVIEW

FCC Commissioner Jonathan S. Adelstein opens WCA 2006, and shares his views on critical regulatory issues that affect broadband wireless deployments.  He said that he was “troubled” by several areas of the FCC’s rules for the Advanced Wireless Services (AWS) auction that began Aug. 9, including the impact of blind bidding on small carriers and the FCC’s recent rules for transitioning Broadband Radio Service (BRS) licensees out of the 2.1 GHz band to 2.4 GHz to make way for new licensees.  Details.

Jon KneuerActing Assistant U.S. Secretary of Commerce for Communications and Information John M.R. Kneuer, the Bush Administration’s top advisor on telecom policy and also NTIA administrator, delivers a keynote address outlining the Administration’s goals and accomplishments for broadband policy.  He said that broadband rollout in the U.S. is far more impressive than some studies indicate and is rapidly growing.  Citing the need to spur government cooperation in freeing spectrum, he quoted President Bush as saying: “The existing legal and policy framework for spectrum management has not kept pace with the dramatic changes in technology and spectrum use.”Details.

Leila LoriaAs broadband wireless takes center stage in Brazil, Leila Loria, President of TVA, Grupo Abril and NEOTEC, highlights the potential progress and technological advances recently enabled by the regulator ANATEL in one of the world’s largest and fastest-growing mobile markets.  “Human behavior, trends, technologies are constantly changing,” she said.  “Being ahead of the changes is the only way to be part of the future.”  TVA is part of the Abril group and the leader of the Brazilian association of MMDS operators in the 2.5 GHz MMDS band NEOTEC.  TVA signed contract with Samsung.  Working together, they are launching mobile pre-WiMAX service in Brazil’s largest markets in a deployment attracting attention from the wireless industry worldwide.  Details.  Building on the momentum of Brazil’s next generation broadband wireless trials described at WCA 2006, WCA launched a website as a portal to broadband wireless business opportunities in Brazil.  The site features key broadband wireless carriers, vendors, system integrators and the most relevant thought-leaders in government and the private sector, including Loria.

Keynoter Scott RichardsonKeynoter Scott Richardson, Vice President of the Intel Corp. Mobility Group and General Manager of the Service Provider Business Group, reveals next-generation WiMAX silicon device, a dual-mode chipset that will work in both 802.16d and 802.16e modes.  Richardson said that WiMAX is proceeding at a “record-setting pace” with about 35 complete networks and 175 trials.

Morgan O'BrienMorgan O’Brien, co-founder of Nextel and CEO of Cyren Call Communications Corp., is creating a vigorous debate in telecom by proposing to increase public safety spectrum at 700 MHz by an additional 30 MHz with Cyren Call administering the band.  Opening WCA 2006, he faced off with CTIA’s Paul Garnett who contended that current allocations are adequate and that additional spectrum is better used by the private sector, including those selling services to government users.  Also participating in this timely cutting-edge debate was Joe Ross of the Government of the District of Columbia’s Office of the Chief Technology Officer and the U.S. Spectrum Coalition.

Jin Dae KimVice President of KT Corp.’s Service Development Mobile Internet Business Group Dr. Jin Dae Kim announces that day’s launch of wireless broadband WiBro services in Korea during the exclusive WCA 2006 session.  He offered an authoritative overview of KT’s nearly billion dollar deployment over 2.3 GHz frequencies.  KT Corp. is the major Korean carrier implementing WiBro – a variant of emerging WiMAX mobility technology that complements Korea’s CDMA EV-DO networks and is helping the country achieve a comprehensive broadband infrastructure.  The session attracted strong media attendance, including by Korea’s major wire service Yonhap News Agency and largest commercial broadcaster SBS.  Details.

Robert FinchSprint Nextel Vice President of Spectrum Development Robert Finch addresses the audience during the WCA 2006 Keynote Luncheon. He provided updates on the timing and other valuable details on his company’s 4G technology plans.  Finch urged other U.S. licensees in the 2.5 GHz band to begin transition planning on an expedited basis.   He said that his company has the money and other resources to “go out and make broadband wireless work” in its nearly nationwide footprint of licenses at 2.5-2.6 GHz.  (Soon after, Sprint Nextel announced its decision to use mobile WiMAX Forum-certified technology for its new 4G network.  See Details and WCA’s press statement.)

Linda W. CroppLinda W. Cropp, Chairman of the Washington, D.C. City Council and one of the leading candidates for D.C. Mayor, delivers a keynote address during the Metro DC Municipal Wireless Showcase co-hosted by WCA and Washington D.C. Technology Council.  The half-day summit featured advanced broadband applications that benefit Metro DC government enterprises, businesses and consumers.  “The Wireless Communications Association and the Washington DC Technology Council are the kinds of industry trade associations that are vital to building the global economy through advanced technology and to creating the important knowledge-based jobs for the District of Columbia in the 21st Century,” she said.  Cropp was sworn in as the first woman to chair the Council of the District of Columbia in 1997.

WCA President Andrew KreigWCA President Andrew Kreig addresses the crowd at the WCA 2006 opening ceremony, emphasizing the Association’s role in fostering the right regulatory policies.  “Our enthusiasm for this program is part of a shared journey, as WCA works year-round…to address vital wireless broadband issues in government relations, standards, technology and business development,” he said.  Kreig has been President and CEO of the Wireless Communications Association since 1997, leading WCA’s focus onto advanced technologies and its membership growth.

WCA 2006 Exhibit HallA bustling exhibit hall attracts crowds to the Opening Day Welcome Reception hosted by NextNet.  The WCA 2006 exhibit floor this year was enhanced by at least nine major companies exhibiting for the first time this decade at a WCA convention: Altius, BellSouth, GigaCom Wireless, Huber + Suhner, NEC America, Samsung Telecommunications, SOMA Networks, TIL-TEK Antennae and Verizon Wireless.  Added to the mix were at least nine companies that did not exhibit last year at the show, including Beceem Communications, Fujitsu Network Communications, LCC International and Nortel.  Details.

WCA Keynote LuncheonA lively crowd takes the opportunity to network during the keynote luncheon hosted by Intel and featuring speaker Robert Finch of Sprint Nextel.  The 190-speaker WCA 2006 showcased effectively the global expansion of the broadband wireless industry.  The convention media registration grew 92% year-over-year with the final count of 96 reporters and financial analysts.  The program attracted strong media coverage from prominent publications underscoring industry growth, new markets and key regulatory issues – both in North America and internationally. Details.

Scott Cleland & Hal SingerNetCompetition.org Chairman Scott Cleland (left) advocates against “net neutrality” regulations during a vigorous debate that also featured Criterion Economics President Hal Singer (right), and representatives from Skype, Bechtel and Stifel Nicholaus & Co.  WCA recently joined NetCompetition.org to help promote growth and innovation in advanced communications over broadband wireless.  Details.  The WCA 2006 session, moderated by Wall Street Journal reporter Amy Schatz, examined the potential impact of net neutrality regulations on broadband wireless providers.  It predicted the kinds of regulations that the broadband wireless industry is likely to seek in the future as the voice, video and Internet data industries continue to converge.

Roger DorfRoger Dorf, President and CEO of Navini Networks, speaks at the convention’s CEO roundtable, which this year focused on WiMAX evolution from a fixed-only solution to both fixed and mobile.  The keynote-level panel entitled “WiMAX Mobility: What Is The Future?” convened CEOs of top manufacturing companies, including Airspan, Aperto, Redline Communications and SR Telecom.  Each plays a crucial role in determining how best to create the mobile WiMAX products that will move the industry forward.

Alexey NesterovAlexey Nesterov, Managing Director of Infoseti, one of Russia’s premier Internet Service Providers at 5.8 GHz, shares his company’s experience in WiMAX deployment in Russia – one of the world’s largest and fastest growing markets.  Nesterov was one of several speakers representing leading broadband wireless providers from around the globe who participated in an unprecedented panel that examined operator needs in high-growth markets, such as India, Russia and South America.  Following the convention, Infoseti signed an agreement to trial Aperto’s WiMAX gear throughout Greater Metropolitan Moscow.  WCA is working on a website to illustrate broadband wireless opportunities in Russia and help its members address the challenges they may face in that high-growth market.

WCA SessionFormer FCC Chief of Staff Bryan Tramont leads an expert panel that explored current options for carriers looking to obtain additional broadband wireless spectrum and provided useful tools for understanding spectrum values.  The seminar also offered valuable insight into the auction of 1,122 Advanced Wireless Service (AWS) licenses that began Aug. 9.  Participating in the discussion that attracted numerous representatives of BWS, license exempt and BRS/EBS spectrum holders, as well as prospective AWS bidders, were also Daryl Coffey of Renaissance Broadband, George Alex of NextWave Wireless and Tim Hewitt of BT.

Ralph DiazRalph Diaz, Director of Engineering at the Puerto Rico-based carrier BIVA, discusses a case study for optimizing cost benefits in emerging wireless solutions.  BIVA provides access via Broadband Radio Service in the 2.5-2.7 GHz band.

Eric ZamkoffEric Zamkoff, Senior Vice President of Communications and Technology at Morgan Joseph, briefs the audience on investment trends and the state of financing for the broadband wireless industry.  Zamkoff and other leading investment professionals from Core Capital, Friedman Billings Ramsey, Senza Fili Consulting, and the VentureHouse Group spoke as part of the WCA’s second Carrier Investment Forum aimed at facilitating relationship building between financiers, analysts and broadband wireless providers, especially international carriers seeking funding to build out the most promising growth markets.

WCA PanelWCA 10-12 GHz Task Force Chairman Alejandro Mayagoitia, Vice President for Planning at Sinapsis Global in Mexico, takes part in an important and historic meeting of 10-12 GHz operators and providers, accompanied by fellow speakers Humberto Martuscelli (Avantel) and Colm Piercy (Digiweb).  Presentations focused on progress in the band and projected next steps, serving as a forum for more public discussions stemming from an internal WCA 2006 June 27 meeting for leading proponents of the band.

WCA 2006 Luncheon Q & AA WCA 2006 delegate asks a question during the keynote luncheon featuring Sprint Nextel Vice President of Spectrum Development Robert Finch.  WCA’s diverse speaker session format allowed for ample audience participation and question and answer sessions at the end of each meeting.

WCA 2006 Q & A SessionWCA 10-12 GHz Task Force meeting attendees use a networking break to follow up on the critical issues discussed during the earlier panel.  This historic meeting focused on opportunities and challenges operators face in the band and projected next steps.

WCA 2006 Exhibit HallThe Exhibit Hall finishes strong Thursday after luncheon in the neighboring Ambassador Ballroom. Gustavo Nader, Principal Technology Strategist at Sprint Nextel, comments, “I value the opportunity to meet vendors and see the latest products. We often receive visits from vendors at our offices, but at the show we have the ability to see them side by side….WCA is definitely on the right track."

WCA 2006 Networking Coffee BreakWCA President Andrew Kreig (right) and Capitol Connection CEO Dr. Michael Kelley -- a convention speaker and the longest-serving WCA director (dating to the association's founding in 1988) -- discuss the cutting-edge applications enabled by broadband wireless.  These were showcased in WCA's Metro DC Municipal Wireless Showcase, which featured innovative government and commercial applications being used in the Washington, DC metropolitan area, including those at George Mason University, where Dr. Kelley is both a tenured professor and leader of its commercial wireless subsidiary The Capitol Connection.   He praised this year's convention by saying “WCA 2006 was better organized and the most user-friendly since I first attended in 1988.  Content was fantastic, as always.” Details on what WCA delegates are saying.

Dr. John D. SandersDr. John D. Sanders, Chairman of the Washington DC Technology Council, holds up a baseball hat as he jokes about plans for the National’s new stadium during Friday’s Metro DC Municipal Wireless Showcase, which DC Tech co-hosted with WCA.  “The special morning showcase highlighted the regional wireless initiatives by federal and local governments together with industry that are making this National Capital Region a model collaborative community,” he said. “We look forward to working together again,” he said of the DC Tech’s partnership with WCA. Details.
