Spectrum bands such as 2.5/2.6 , 2.3 and 3.5-3.6 GHz hold great potential to serve as global bands for wireless broadband services. They provide true broadband data speeds, and accommodate high-bandwidth applications for a large audience of wireless customers. Globally harmonized spectrum, flexible use, consistent regulatory treatment, and interoperability among service providers are required in order for such bands to serve as global band for wireless broadband services. To advance this goal, the WCA Board of Directors has created the WCA Global Development Committee (GDC) to provide a vehicle for industry participants to propose the globalization of these bands. The GDC's initial focus has been on the 2.5-2.6 GHz band, but is expanding to the 2.3 and 3.5-3.6 GHz bands according to the desires of participants.
GDC is working to address the following specific objectives:
- Assisting the WCA in advocating global harmonization in the regulatory treatment of the broadband wireless bands
- Sharing up to date global regulatory information
- Encouraging innovation in the utilization of the broadband wireless bands globally
- Fostering growth of global interoperability agreements among operators utilizing broadband wireless bands
- Serving as a source point for global interoperability discussions
- Advancing WCA's ongoing efforts to serve as a resource for entrants into new broadband wireless markets
The WCA Global Development Committee (GDC) is for international broadband wireless operators of significant scale to research the global regulatory environment, work towards providing greater global spectrum harmonization (including freedom from interference), and discover innovations and greater efficiencies . The GDC aims to bring together existing global resources in order to develop practical applications and working models for interoperability in broadband wireless spectrum bands internationally. These include roaming agreements, and economies of scale in equipment and similar costs.
WCA now publishes a daily newsletter on behalf of this strongly growing group. With outstanding volunteer leadership from member companies, the GDC now has 30 service provider members and healthy agenda of important work.

The non-line-of-sight service utilizing NextNet/Motorola equipment is currently available all over Yuma County in Arizona, and Imperial County in California. BeamSpeed operates along the border with Mexico. It has non-interference agreements with MVS in Mexicali, Mexico and Rio Vision in San Luis, Mexico. Sioux Valley Wireless
Sioux Valley Wireless is a subsidiary of Sioux Valley Energy. Pegasus is the only publicly traded media company primarily focused on providing video and communications services to America's rural communities. Pegasus is one of the most comprehensive wireless communications companies in the United States and is becoming increasingly diversified. The company is intimately involved in many of the issues confronting WCA today, including Rural Utilities Service (RUS) funding, rural unlicensed wireless broadband, 700 MHz, MMDS and VoIP. Pegasus Rural Broadband was awarded $13 million by the RUS for the construction of a terrestrial fixed wireless network in rural Texas, which it has already begun to build out. WCA Global Development Committee (GDC) regular membership is open to any operator of a wireless broadband system that (1) is licensed by a national regulatory body to operate in the broadband wireless bands, (2) shares the goal of internationally harmonized spectrum in those bands, and (3) is a member of WCA. The GDC Co-Chairs may grant associate membership to any other entity that is a member of WCA and that the Chair determines shares the objectives of the GDC and is committed to advancing them.
