WCA's Intelligent Transportation Systems Subcommittee monitors developments in wireless technologies relevant to transportation and supports programs to promote the development, availability, function, and efficiency of next generation integrated transportation systems.

Intelligent Transportation Systems (ITS) is the application of information technology -- computers, sensors, and communications -- to the problems and opportunities of surface transportation. Since its advent in the early 1990s, ITS has become an increasing important component of the overall transportation environment. Vehicles are getting smarter and the roadway infrastructure is getting smarter. But without wireless communications, vehicles remain isolated islands in the transportation system, and infrastructure operators must go without the vast real-time information resource that vehicles can provide. A current primary focus of ITS is the integration of vehicle and infrastructure systems through wireless communications. Such integration can help both vehicles and the infrastructure perform better and, most important, have a significant impact on reducing highway fatalities and injuries. In addition, wireless communications are the key to helping emergency fleets (fi re, police, and ambulance) and first responders coordinate their efforts, both for routine operations and dynamically in times of natural or human-caused disaster.

May 2 Private, Nationwide Intelligent Transportation Network Advocated By Connexis To DOT
In response to a request for comment by the U.S. Department of Transportation (DOT), a leading Intelligent Transportation System (ITS) advocate backed the concept of a private network in the 5.9 GHz band, not a government-run system.  Connexis, which is a subsidiary of WCA member Ygomi, encouraged DOT to leave construction and operation of the network to the private sector.  Also, it suggested that the DOT and FCC should issue a joint Notice of Inquiry to get further feedback from interested stakeholders and determine whether the existing FCC dedicated short range communications (DSRC) rules need to be amended.  The comments were filed in response to a DOT Request for Information (RFI) in February about potential business models for its achieving its vehicle infrastructure integration (VII) vision.  DOT seeks more information on how to spur development and deployment of the 5.9 GHz band for ITS applications after increasing recognition of challenges for the public sector in building and operating a national communication infrastructure for vehicle-to-vehicle and vehicle-to-infrastructure communications.  To become active on WCA’s ITS Committee, kindly contact Chair Sheryl J. Jul 20 FCC Amends Rules For Intelligent Transportation Systems At 5.9 GHz
In a proceeding being followed by a new WCA committee on novel wireless applications, the FCC released Memorandum Opinion and Order amending its Dec. 17, 2003 Report and Order for Intelligent Transportation Systems (ITS) radio service located in the 5.850-5.925 GHz band. The FCC designated Channel 172 (5.855-5.865 GHz) exclusively for vehicle-to-vehicle safety communications for accident avoidance and mitigation, and safety of life and property applications; and designated Channel 184 (5.915-5.925 GHz) exclusively for high-power, longer distance communications to be used for public safety applications involving safety of life and property, including road intersection collision mitigation. The rules require licensees to file a notice of construction with the Commission for each site registered, and to clarify that site priority attaches to prior registered sites that have been fully constructed within the requisite twelve-month construction period. The FCC also took other steps to provide increased flexibility and reduced implementation costs. WCA's Intelligent Transportation Systems Subcommittee monitors developments in wireless technologies relevant to transportation, and supports programs to promote next generation integrated transportation systems. The subcommittee is chaired by Ygomi Vice President Sheryl Wilkerson, who previously served at the FCC as legal advisor to Chairman Michael Powell.
