WCA President’s Letter: Honoring WCA Engineering Chair Harry Perlow For Service
My favorite part of WCA’s conventions is the ability to recognize outstanding contributors to our industry’s success. This year’s Industry Service Award will be conferred in a special ceremony Wednesday to a particularly deserving recipient: WCA Engineering Committee Chairman Harry W. Perlow, who is a Distinguished Member of Technical Staff at Sprint Nextel and also co-chairman of WCA’s fast-growing Flexible Use Band Best Practices Subcommittee, which has an entire track on April 23. A true pioneer, he has been instrumental in numerous important victories for the industry – including those last fall on satellite issues at the 2007 World Radio Conference in Geneva. Although it is the nature of an award to single out an individual he would be the first to recognize that no major effort is successful in isolation. So he has been a tireless advocate recruiting like-minded experts for participation on WCA’s Engineering Committee and in all manner of other global technical/regulatory bodies. We urge all convention delegates to attend the award ceremony at the convention’s sit-down luncheon at 12:15 p.m. on Wednesday. The award will precede another special occasion, a rare keynote by Dr. Rajendra Singh, the internationally renowned Chairman & CEO of Telcom Ventures. His topic will be “Wireless Success By Enabling Eco-System Technologies.” |

Top Engineering Regulatory Officials To Launch Flexible-Use Best Practices WCA 2008 Track
The top-ranking technical regulatory executives from the United Kingdom and the U.S. will kick of an innovative track on April 23 at WCA 2008 entitled, “Enabling Flexible-Use Bands To Work As Intended.” The three-panel program is intended to launch a long-term effort in WCA’s Engineering Committee whereby leading technologists from varied companies using varied platforms seek to optimize performance in flexible-use frequency bands by minimizing such problems as co-channel or adjacent-channel interference. Introducing the session will be Dr. William Webb, Head of Research & Development, United Kingdom Office of Communications (OFCOM) and FCC Office of Engineering & Technology Chief Julius P. Knapp. Their session is scheduled at 11 a.m. to be followed by afternoon panels convening more than a dozen leading technologists in sessions co-chaired by WCA Engineering Committee Chairman Harry W. Perlow of Sprint Nextel and former Engineering Committee Chairman George Harter of Clearwire. |

WCA's BRS Best Practices Committee Approves WiMAX Standard Proposal
The WCA's BRS/EBS Best Practices Committee voted unanimously in January 2008 to adopt the first part of a two-part proposal on 5 and 10 MHz WiMAX standard frequencies for the U.S band plan. The adopted proposal is now a WCA industry standard and will be submitted as a contribution to the WiMAX Forum. The goal of the WCA BRS/EBS Best Practices Committee is to create standards to be included in an Industry-wide Cooperation and Coordination Agreement, addressing the challenges of a flexible use band and defining "Best Practices" to be used to minimize and mitigate interference, as well as to standardize measurement techniques. For more information, please contact Committee Co-Chairmen George Harter of Clearwire or Harry Perlow of Sprint Nextel.
